ASEAN agrees to guidelines on South China Sea dispute

SHANE MCLEOD: South East Asian leaders meeting in Bali are struggling to deal with disputes in the South China Sea.

While the region's powers have a code of conduct to try and deal with the volatile situation it may not be enough to deal with rising tensions.

Helen Brown reports from Bali where ASEAN foreign ministers are meeting.

HELEN BROWN: It was always going to be a key issue.

China's stronger stance on its claims to the South China Sea have resulted in escalating clashes over the past few weeks with Vietnam. And just this week the Philippines hinted at taking China to an international court.

But now there's been some headway with China and ASEAN agreeing to guidelines that would go towards implementing a code of conduct.

And while the deal was lauded the Philippines secretary of foreign affairs Albert Del Rosario was candid about its lack of clout.

ALBERT DEL ROSARIO: So that's a step forward. But it's not, there are more steps to be taken I think to be able to add teeth to what we tried to do yesterday and today.

HELEN BROWN: ASEAN devised the code 10 years ago as a way to deal with the competing claims of several countries.

But since then not a lot has happened, leading Indonesia's president Susilo Bambang Yudhoyono to this week publicly lament the snail's pace.

As the current chair of ASEAN Indonesia is keen to create real momentum. And prior to this week Indonesia's foreign affairs minister Marty Natalegawa was keen to send a message that compromise could be found.

MARTY NATALEGAWA: That is why when people get all tied up or all excited as if they are extreme choices. I'm trying to suggest they are not extreme choices.

HELEN BROWN: The area is a major seafaring route and is thought to hold rich reserves of oil and gas. It's also a vital fishing ground.

Dr Ron Huisken from the Australian National University's Strategic Studies Centre says dealing with the issue is pivotal to the regional grouping's credibility.

RON HUISKEN: It is very much a live issue. It has the potential at least to become one of most inflammatory issues in the Western Pacific. If it cannot be addressed by the ASEAN regional forum then people will ask questions about the point of holding this forum.

HELEN BROWN: And as the Philippines lead politician pointed out, China is not easy making it easy to negotiate.

ALBERT DEL ROSARIO: So you're signing an agreement with China, it's supposed to be a code of conduct, but China is saying on the other hand that they own everything.

HELEN BROWN: Last year the United States secretary of state Hilary Clinton staked her nation's claim in the debate. It was a move that surprised and also angered Beijing. And even though some progress has been made at this ASEAN summit that's not likely to quell talk over the next few days.

Dr Ron Huisken again:

RON HUISKEN: The United States hasn't re-entered the debate simply as an act of kindness, if you like, to its regional friends and allies. It has very substantive issues at stake.

HELEN BROWN: The guidelines which are expected to be signed-off by the respective ministers today might have taken some heat out of the debate.

But it remains to be seen how much effect the move will have in the deep, disputed waters themselves.

SHANE MCLEOD: The ABC's Helen Brown reporting from Bali.

China announces plan to reduce carbon emissions

SHANE MCLEOD: One of the key arguments that the Coalition has used against the Government's carbon pricing plan has been that Australia shouldn't move ahead of other countries.

The argument goes that while countries like China are not doing it neither should Australia.

Europe, New Zealand and even some states in the US have set up carbon trading schemes and Beijing has now released details of its own plans. And our China correspondent Stephen McDonell joins me from Beijing to explain how it will work.

So Stephen exactly where is China at with this proposed scheme?

STEPHEN MCDONELL: Well what China is going to do is to set up a pilot carbon emissions trading project and that this will according to the government gradually become a carbon emissions trading market across the whole country.

Now the details of this have come from Xie Zhenhua who is the vice-minister in charge of the National Development and Reform Commission. And that's like the big economic ministry here. It's like coming from Treasury actually.

And this is who is going to be setting the levels in this pilot scheme. And at the moment they've started off, they're going to start off with just five provinces - Guangdong, Liaoning, Hubei, Shaanxi and Yunnan.

But significantly for Guangdong which is the world's factory really, this is the big sort of driver of China's economy, it is going to have a target of reducing emissions per unit of GDP by 30 per cent by 2015 compared to the level of 2005.

SHANE MCLEOD: So Stephen is it emissions trading or is there something like a carbon tax in this new trading system?

STEPHEN MCDONELL: Well it's interesting. It does actually look like there is something amounting to a carbon tax in this system because Xie Zhenhua spoke about the government's determination to implement punitive electricity tariffs which are going to reduce carbon emissions in the most polluting industries. That looks like pretty much the same thing as what Australia is doing really.

SHANE MCLEOD: But is this actually going to do anything substantial towards reducing China's carbon emissions?

STEPHEN MCDONELL: Well the thing that China speaks about is carbon intensity. And this is a little bit complicated but it's, basically it's CO2 emissions per unit of GDP.

So the idea is that the economy can keep growing but as long as the amount of carbon as a proportion of the GDP keeps reducing.

And the significant commitment from president Hu Jintao in fact has been to - and I'll give you the exact figure.

This came out through the state council which is basically the ministry in China, that China is going to reduce its intensity of carbon dioxide emissions per unit of GDP by the year 2020 to a huge 40 or 45 per cent compared to the level of 2005. So that is a substantial reduction.

Of course the counter argument would be that because China's economy is going to keep growing it will keep emitting carbon. But as a proportion of GDP it's going to be well almost halved.

SHANE MCLEOD: And so, what the intention is that you'd get more efficiency out of the intensive industries and then the low carbon industries would take up the slack?

STEPHEN MCDONELL: Yes exactly. And not only that.

In Australia some of the most carbon intensive industries, they've seen the writing on the wall and they are themselves pouring billions of dollars into renewable energy.

So some of the most massive wind farms and solar power projects and that sort of thing, they are being funded by the oil companies and by traditional coal-fired power companies here. They don't see that as a contradiction.

And so yes, it is pretty much the same principle that you tax people who are emitting more carbon and you encourage the more so-called clean energies.

9. Shrink your Pain

Shrink your Pain
In case you experience an injury, then see the injured part with an inverted binoculars, soon your pain will seem to be decreasing in its magnitude.
Recently, a reasearch at Oxford University has lead to the discovery of a new pain killer – the inverted binoculars. The scientists demonstrated that the subjects who looked at their wounded hands through wrong end of the binoculars, making the hand appear smaller, experienced significantly less pain and decreased swelling. According to the researchers, this demonstrates that even basic bodily sensations such as pain are modulated by what we see. So next time if you stub your toe or cut a finger, do yourself a favour, look away!

8. Confuse your Proprioreception

Confuse your Proprioreception
This requires two chairs and a blind fold. The person wearing the blindfold should sit in the rear chair, staring at the back of the person sitting in the front. The blindfolded person then reach around and place his hand on the nose of the other person. At the same time he should place his other hand on his own nose and begin gently stroking both noses. After about 1 minute, more than 50% of the subjects report their nose as incredibly long. Therefore this is called Pinocchio’s Effect.
The Pinocchio effect  is an illusion that ones nose is growing longer, as happened to the literary character, Pinocchio when he told a lie. It is an illusion of proprioception, reviewed by Lackner (1988).
To explain the effect the other way, a vibrator is applied to the biceps tendon while one holds one’s nose with the hand of that arm. The vibrator stimulates muscle spindles in the biceps that would normally be stimulated by the muscle’s stretching, creating a kinesthetic illusion that the arm is moving away from the face. Because the fingers holding the nose are still giving tactile information of being in contact with the nose, it appears that the nose is moving away from the face too, in a form of perceptual capture. Similar phenomenon happens using the blindfolded method.

Lift your right foot a few inches from the floor and then begin to move it in a clockwise direction. While you’re doing this, use a finger your right index finger to draw a number 6 in the air. Your foot will turn in an anticlockwise direction and there’s nothing you can do about it!
The left side of your brain, which controls the right side of your body, is responsible for rhythm and timing. The left side of your brain cannot deal with operating two opposite movements at the same time and so it combines them into a single motion.

6. Confuse your Hearing

This can be performed with three people, one being subject and other two objects/ observers and we also need a headset connected to routine plastic pipes on the either side. Ask the subject to sit on a chair equidisant between you and the second observer. Now each one of you hold the pipes from the headset on the corresponding sides and one by one speak into the pipes. The subject will rightly tell the direction of the sound. Now exchange the pipes and repeat voicing into the pipes. The subject’s brain will get confused and he’ll point in the opposite direction of sound.
Sound localization is a listener’s ability to identify the location or origin of a detected sound in direction and distance or the methods in acoustical engineering to simulate the placement of an auditory cue in a virtual 3D space. The human auditory system has only limited possibilities to determine the distance of a sound source, mainly based on inter-aural time differences, exchanging the pipes would cause perception by the opposite sided neurons in the brain only and thus the subject will not be able to localize the sound.

Depth perception is the visual ability to perceive the world in three dimensions (3D). Looking at a sight that you have not seen before or entering into a 3d cinema with one eyes closed will alter the way your mind perceives things.







This would not happen for most already seen things because your brain is tuned to judge the time and space accurately. However, your brain will not be able to fill the gap if you use one eye. Depth perception arises from a variety of depth cues. These are typically classified into binocular cues that require input from both eyes and monocular cues that require the input from just one eye. Binocular cues include stereopsis, yielding depth from binocular vision through exploitation of parallax. Since (by definition), binocular depth perception requires two functioning eyes, a person with only one functioning eye has no binocular depth perception. And hence stepping into a 3d cinema will not be an amazing phenomenon as it used to be. This is more so in people who are blinded with one eye by birth.

4. Feel a Phantom Sensation

Phantom sensations are described as perceptions that an individual experiences relating to a limb or an organ that is not physically part of the body. Sensations are recorded most frequently following the amputation of an arm or a leg, but may also occur following the removal of a breast or an internal organ.

Try hearing this sound. It is called “under 20s” sound as the elder’s can’t perceive it. It is a sine wave at 18,000 Hz (by comparison, a dog whistle sounds at 16,000 – 22,000 HZ – meaning a dog can hear this sound as well). This sound is used by some teenagers as a ring tone on their cellphone so that only they (and others of their age group ofcourse) can tell when the phone is ringing. It is also occasionally used in England to play very loud in areas that authorities don’t want teens to congregate in, as the noise annoys them.
The inner ear of the humans have a functional design to hear sounds in a range of a frequency. Hearing is not merely a function of ears but the oscillation amplitude is conducted to the brain. As people get older they lose the ability to hear higher pitched sounds. As people get older they lose the ability to hear higher pitched sounds – that is the reason that only young people can hear this sound – it is too high for most people over the age of 20.

2. Confuse your photoreception

Stare at the central point (plus sign) of the black and white picture for atleast 30 seconds and then look at a wall near you, you will see a bright spot, twinkle a few times, what do you see? or even who do you see?
Stare at the eye of the red parrot while you slowly count to 20, then immediately look at one spot in the empty birdcage. The faint, ghostly image of a blue-green bird should appear in the cage. Try the same thing with the green cardinal, and a faint magenta bird should appear.
When an image is looked at for a length of time (usually around 30 seconds) and then replaced with a white field, one type pf an effect called an afterimage can be seen. The common explanation given for an afterimage is that the photoreceptors (rods and cones) in the eye become “fatigued”, and do not work as well as the those photoreceptors that were not affected (the “fatigue” is actually caused by the temporary bleaching of the light sensitive pigments contained within the photoreceptors) This results in the information that is provided by the photoreceptors not being in balance, causing the afterimages to appear. As the photoreceptors become less “fatigued”, which takes between ten and thirty seconds, the balance is recovered, resulting in the afterimage disappearing.

Now do another trick to confuse your photoreceptors. This will temporarily blind you from one eye (for around 30 seconds and don’t worry it is of no harm) Go into a room, shut the door and turn out the lights so that the room is mostly dark. Wait until your eyes adapt to the darkness. You should be able to make out the basic shapes of the room from the tiny bit of light coming in from under the door. Next, close your right eye and cover it with your hand. Turn the light on, keeping your eye closed and covered. Leave the light on for about a minute or until your left eye has adapted to the light. Uncover your eye and look around the darkened room.
What do you see? What you might experience is an illusion discovered by researcher Uta Wolfe in which it seems that your left eye is closed, even though it is open.
The explaination to this is the visual cycle that takes time to be adapted, when it is not adapted as for the left eye, the eye will send wrong signals to the brain thus image would be darkened for the left eye until it adapts.

Take a look at the spinning girl. Do you see it spinning clockwise or counter-clockwise? I see it spinning counter-clockwise, but i was able to switch it in the other direction, its hard for many people. Give it a try.
The spinning girl is a form of the more general spinning silhouette illusion. The image is not objectively “spinning” in one direction or the other. It is a two-dimensional image that is simply shifting back and forth. But our brains did not evolve to interpret two-dimensional representations of the world but the actual three-dimensional world. So our visual processing assumes we are looking at a 3-D image and is uses clues to interpret it as such. Or, without adequate clues it may just arbitrarily decide a best fit – spinning clockwise or counterclockwise. And once this fit is chosen, the illusion is complete – we see a 3-D spinning image.
By looking around the image, focusing on the shadow or some other part, you may force your visual system to reconstruct the image and it may choose the opposite direction, and suddenly the image will spin in the opposite direction.

Easy way to hack twitter account

Many of readers sent me emails for writing a post on twitter account hacking. Before writing more on topic i want to say one thing that there is no any software tool which can give you passwords of any twitter account by entering the user name. If you are here for any this type of software then please leave this website. Twitter is one of the top 10 most visited website having a lots of security features. No tool can intrude or hack its database to give you passwords. If you want to hack a twitter account, you have to use your hacking skills with a good use of social engineering. I think social engeering is the best way to trick a person to give his passwords to you. If you had read my older post on facebook hacking, no trick is new for you. 


1: phishing: phishing is the best way to hak any account. If you think only saving a webpage and creating a fake login page with this is phishing, then you are wrong. Phishing is just create a webpage which can trick users to give their passwords. It does not mean that it is a login page or any other page which offers a service to that website. I used a page for finding invisible in orkut for orkut phishing. So think what you can do in this. I am not uploading any phishing page. If you do not know what is phishing, read my old post.


2: Keylogger: keylogger is another way to hack into twitter account by getting the keystrokes from a user's system. download remote keyloggers from keylogger section.



3: Firesheep: If your victim uses unsecure wireless network then you can hack him easily by using mozilla firefox and a simple firefox plugin. Firesheep. read this post to know about firesheep and dowload it from that post. Firesheep 
use this tool to hack.


You can also try to hack primary email id hacking attached with the twitter account. But hacking a Gmail or yahoo account also need above method. Try above given methods and trick users to explore their passwords. 

Key advisor to Karzai killed

ELEANOR HALL: Last week it was president Hamid Karzai's influential half-brother. Now the latest strike against the Afghan leader's inner circle has killed another key adviser and a member of parliament.

The Taliban claimed responsibility for the attack in Kabul. It coincides with the handover of control of one of the more peaceful provinces to Afghan security forces.

In a moment we'll cross to Kabul for more on the implications of these attacks but first this report from Timothy McDonald.

TIMOTHY MCDONALD: Two men wearing suicide bomb vests and armed with guns attacked the house of Jan Mohammed Khan in Kabul. Police arrived soon after and shots could be heard for some time.

Afghan MP Hasham Atanwal also died in the attack.

The president's spokesman Waheed Omar says Hamid Karzai was saddened to hear the news.

WAHEED OMAR: Jan Mohammed was a very important figure in South Afghanistan. He was a close aide to the president and somebody whom the president trusted.

TIMOTHY MCDONALD: But not everyone feels the same way. Afghan author and journalist Nabi Misdaq says he was a controversial figure.

NABI MISDAQ: He was a piggish figure and he really created a lot of enemies for himself. He really was bad mouthing you know, well known people in the province and other area and you know, and this is not something which is very much appreciated in the Afghan culture.

And after he was removed as a governor, Karzai has got a habit of actually bringing all these dismissed people and surrounding himself as advisors and this man was just one of the advisors very close to Karzai.

TIMOTHY MCDONALD: The Taliban has already claimed responsibility for the attack.

A spokesman says the men were killed because they assisted coalition forces in carrying out night raids. NATO claims the raids have been successful in killing or capturing hundreds of Taliban fighters and mid-level commanders.

But Hamid Karzai has complained that they have aroused anger among Afghans because many people have been mistakenly targeted.

The attack comes just a week after the assassination of Hamid Karzai's half-brother, who was killed in a similar attack.

It also came as New Zealand's troops held a ceremony, which included the haka, to hand over control of Bamyan province to Afghan troops.

Bamyan is the province where the Taliban destroyed two massive 6th century statues of the Buddha in 2001. By Afghan standards it's now quite peaceful, although some local politicians have raised concerns about the ability of local security forces to secure the province.

But the head of the security transition in Afghanistan, Ashraf Ghani, is more optimistic.

ASHRAF GHANI: A country cannot move forward without having a sense of destination and the destination of assuming responsibility for security across the country by 2014 is a goal that now is crystallising our efforts, forcing us to mobilise, forcing us to prioritise and forcing us to implement.

TIMOTHY MCDONALD: Bamyan is the first of seven areas to see a transfer of responsibility this month.

While the country prepares for its future, a British parliamentary defence committee has issued a report criticising the UK's mission in the country to date.

The committee says that for three years British forces had to operate in Helmand province without the personnel and equipment they needed to succeed.

James Arbuthnot is the committee's chairman.

JAMES ARBUTHNOT: Yes, it must have cost lives. We can't say precisely to what extent but if you don't have overwhelming force in situations such as what was happening in 2006, then your troops will be put at risk and they were.

TIMOTHY MCDONALD: The same committee warned against any premature withdrawal of British troops. All foreign combat troops are due to leave Afghanistan by the end of 2014.

Top cop caught in fallout from UK hacking scandal

ELEANOR HALL: Now to the News of the World scandal which claimed another high profile scalp overnight with the resignation of the head of Scotland Yard.

The former head of Rupert Murdoch's British newspaper company also finally succumbed to pressure to resign over the weekend.

Rebekah Brooks was then arrested after voluntarily meeting police to discuss the investigations into both the phone hacking by journalists and alleged payments to police for information.

Here in Australia the Government is continuing its attack on Murdoch group newspapers, accusing them of bias in their coverage of the carbon tax debate.

SHANE MCLEOD: The UK's phone hacking scandal continues to claim high profile victims. London's police commissioner Paul Stephenson is the latest.

PAUL STEPHENSON: Let me state clearly, I and the people who know me, know that my integrity is completely intact. I may wish we had done some things differently but I will not lose any sleep over my personal integrity.

Nevertheless, I must accept that the intense media coverage, questions, commentary and indeed allegations as demonstrated by this weekend's attempts to misrepresent my arrangements for my recovery from illness, not only provide excessive distraction both for myself and colleagues but are likely to continue for some time.

SHANE MCLEOD: The scandal engulfed commissioner Stephenson over the engagement by police of a former News of the World executive editor, Neil Wallis, as a public relations consultant.

PAUL STEPHENSON: I have taken this decision as a consequence of the ongoing speculation and accusations relating to the Mets links with News International at a senior level and in particular in relation to Mr Neil Wallis who, as you know, was arrested in connection with Operation Weeting last week.

SHANE MCLEOD: Operation Weeting is one of the two active police investigations sparked by alleged bad behaviour at the News of the World newspaper.

Weeting is looking at the alleged phone hacking by the newspaper's journalists alongside it, Operation Elveden is investigating allegations of payments from journalists to police.

Officers from both investigations have questioned the former head of News International, Rebekah Brooks, and subsequently arrested her. She'll be expected to report back to police in October.

It's unclear whether that will affect her planned appearance at a parliamentary inquiry in London this week.

The former News of the World editor had said in a statement when she resigned that her departure would mean she could focus on cooperating fully with all the inquiries, police investigations and parliamentary hearings.

Liberal Democrat MP Adrian Sanders is a member of the committee that had been expecting Ms Brooks to appear this week.

ADRIAN SANDERS: I think most people will be aghast that somebody is able to make an arrangement for when they are going to be arrested. You have to ask yourself how many people facing questions regarding criminal acts are able to arrange the time of their arrest? So that is quite an unusual thing.
Two, for it to happen on a Sunday when the police would probably be on a skeleton staff and the kind of people that would be involved in such questions are likely not to be working on a Sunday.

In whose interest was it for this arrest to take place before Tuesday because if it does impede what we are able to ask, then that is not going to go down very well I think with my fellow committee members.

SHANE MCLEOD: There are rumblings within the parent company News Corporation about how the company has been handling the scandal.

Financial news service Bloomberg is reporting that independent directors of News Corp are questioning the company's response to the phone hacking crisis reportedly worried about the quality and quantity of information they have received.

Those directors will be watching the parliamentary hearings this week for signs that the company's chairman and founder, Rupert Murdoch is still in control of that response.

Here in Australia, News Corp's subsidiary News Limited is also in the firing line but over domestic politics.

A second government minister has unloaded on the group's newspapers for what he says is an editorial line against the Government's carbon tax plans.

On Radio National's Breakfast, the Communications Minister Stephen Conroy singled out the group's Sydney tabloid the Daily Telegraph for the harshest critique.

STEPHEN CONROY: The problem when you run a campaign …

FRAN KELLY: Is that campaign …

STEPHEN CONROY: Now the problem that you have when you run campaigns in newspapers is you are not prepared to give equal coverage to both sides of the argument. When you’re campaigning, you are suspending normal journalistic practice which is to be balanced and to give equal time to both sides.

But the Daily Telegraph is interested in distorting the debate, it is interested in demanding an election campaign purely intended to try and get rid of the Government.

SHANE MCLEOD: One of the newspaper's prominent columnists has already described Senator Conroy's comments as 'shooting the messenger'.
